CS/CS/HB 81 Summary

• Allows minors under 18 to work at retail drugstores, grocery stores, department stores, florists, specialty gift shops, and automobile service stations if the business derives 30 percent or less of monthly gross revenue from alcoholic beverage sales, with adult supervision required.

• Makes it unlawful for employers to have minors working during any month when the 30 percent monthly revenue restriction from alcohol sales is exceeded.

• Prohibits new package store licenses within 1,000 feet of public or private elementary, middle, or secondary schools, but allows existing licenses issued on or before June 30, 2017 to maintain and renew with significant merchandise restrictions.

• Gradually phases in exceptions to merchandise restrictions for existing package stores through July 1, 2020, allowing vendors to expand merchandise sales at an increasing percentage of their locations (25% by 2018, 50% by 2019, 75% by 2020).

• Restricts sale of distilled spirits in containers of 200 milliliters or less (6.8 ounces or less) to restricted areas accessible only to vendors and employees, with an exception for package stores devoted exclusively to alcoholic beverage sales.
