Creates section 775.0864 requiring certain offenses committed by unlawfully present aliens to be reclassified to the next higher degree, including sexual battery, aggravated assault with a deadly weapon, murder, unlawful throwing or discharging of destructive devices, and armed burglary.

Establishes reclassification scheme where misdemeanor first degree offenses become felony third degree (ranked at level 2), felony third degree becomes felony second degree, felony second degree becomes felony first degree, and felony first degree becomes life felony.

Requires reclassified felony offenses to be ranked one level above the original ranking under the Criminal Punishment Code sentencing guidelines and gain-time eligibility calculations.

Amends section 921.0022 to include section 775.0864 in the list of reclassification statutes that do not cause offenses to become unlisted under the offense severity ranking chart.

Takes effect July 1, 2017.
