The Court Education Trust Fund shall be administered by the Florida Court Educational Council rather than directly by the Supreme Court.

The Florida Court Educational Council shall consist of 17 active judges: 2 from District Court of Appeal judges, 10 from Circuit Court judges, and 5 from County Court judges, with staggered 2-year terms.

Council headquarters shall be located at the First District Court of Appeal, and council employees may only perform duties related to judicial education and cannot exceed 15 full-time employees.

The council must submit an annual report by October 1 to the President of the Senate and Speaker of the House detailing attendance numbers, programs, locations, costs for in-state and out-of-state training, and trust fund financial information.

If any provision of this act is declared invalid, sections 1 and 2 shall be invalid, fees directed to the Court Education Trust Fund cannot be assessed, and remaining funds shall revert to the General Revenue Fund with the trust fund terminated.
