Creates a veteran identification card issued by the Department of Highway Safety and Motor Vehicles for honorably discharged veterans of any U.S. Armed Forces branch, requiring submission of DD Form 214 and valid photo ID, with a $10 fee deposited into the Highway Safety Operating Trust Fund.

Authorizes the veteran identification card as proof of veteran status to obtain waivers of initial license and registration fees for land surveying, private investigation, security, repossession, health studios, telephone sales, moving services, liquefied petroleum gas sales, pawnbroking, motor vehicle repair, travel sales, and insurance representative licenses.

Allows veterans, their spouses, and veteran-majority-owned businesses to qualify for fee waivers within 60 months of discharge by providing the DD Form 214, veteran identification card, or other acceptable documentation to relevant state agencies.

Permits veterans to submit the veteran identification card (along with DD Form 214 or other acceptable forms) for expedited processing of concealed weapons or firearms permits.

Repeals the veteran identification card provision on August 31, 2022, and takes effect January 1, 2018.
