Prohibits state agencies from offering performance bonuses in employment agreements with inspectors general or deputy inspectors, effective July 1, 2017, including renewals or renegotiations of existing contracts.

Applies the bonus prohibition to the Florida Housing Finance Corporation when entering into or renewing employment agreements with inspectors general or deputy inspectors.

Maintains existing requirements for inspector general appointments, including 7-day notice to the Governor before hiring and prohibits appointment of former or current elected officials within 5 years of service.

Allows appointment of interim inspector general management personnel during vacancies until a successor is appointed.

Takes effect upon becoming law.
