CS/HB 211 - Cosmetic Product Registration

• Eliminates the biennial registration requirement for cosmetic manufacturers, packagers, repackagers, labels, and relabelers in Florida, while maintaining registration requirements for drugs and devices.

• Changes cosmetic product registration from biennial to annual fees, with registration expiration dates aligned to the manufacturer or repackager permit of the person seeking registration.

• Sets annual product registration fees for cosmetics at $5 to $15 per separate and distinct product in package form.

• Revises the annual cosmetic manufacturer permit fee to be sufficient to cover program administration costs, with a range of $250 to $400.

• Effective date is July 1, 2017.
