Requires the Department of Health to issue noncertified copies of original birth certificates to adoptees who are at least 18 years old, or to their descendants or legal representatives if the adoptee is deceased.

Department must issue the noncertified copy within 45 days of receiving a compliant application, along with documents forwarded by the court.

Department must develop policies and procedures to implement this requirement by February 1, 2018.

Department may charge a fee for issuing noncertified copies, not to exceed the fee for certified copies of original birth certificates.

Requires court clerks to implement monitoring and quality control plans for paternity determinations and track monthly reporting to the department by county, with quarterly reports to clerks of court.
