CS/HB 259 - Village of Indiantown Charter

• Creates the Village of Indiantown in Martin County as a council-manager municipality with a 5-member village council elected at-large, pending voter approval via referendum on November 7, 2017

• Village boundaries encompass approximately 9,397.5 acres in Martin County with corporate existence effective December 31, 2017 upon referendum approval

• Establishes council member eligibility (1-year residency requirement), 4-year terms, compensation by ordinance, mayor and vice mayor selection, and provisions for recall, vacancies, and forfeiture of office

• Requires appointment of village manager (chief administrative officer) and village attorney; authorizes establishment of departments, boards, and agencies; mandates annual independent financial audits

• Provides village entitlement to state-shared revenues, communications services tax, local option gas tax, and allows contractual arrangements with Martin County for law enforcement, emergency management, public works, and other services during transition period
