Removes authority for county charters to allow selection of certain county officers through methods other than election, except when approved by county voters through special law.

Prohibits special laws from allowing a tax collector to be chosen in any manner other than election.

Authorizes abolition of any county office if its duties are transferred to another office by special law approved by county voters.

Removes authority for county charters to transfer certain ex officio duties of the clerk of the circuit court (clerk of board of county commissioners, auditor, recorder, and custodian of county funds) to another officer.

Amendment takes effect January 5, 2021, if approved by Florida voters in a general or special election.
