Creates section 456.064 of Florida Statutes to define and regulate conversion therapy practices in the state.

Defines "conversion therapy" as any practice or treatment performed with the goal of changing a person's sexual orientation, behavior, gender identity, or gender expression, or reducing sexual or romantic attraction toward persons of the same gender.

Prohibits licensed professionals—including medical practitioners, osteopathic practitioners, psychologists, social workers, marriage and family therapists, and licensed counselors—from engaging in conversion therapy with persons younger than 18 years of age.

Excludes from the definition counseling that provides support during gender transition or facilitates coping, social support, and identity exploration without the goal of changing sexual orientation or gender identity.

Establishes that licensed professionals who engage in or attempt to engage in conversion therapy with minors commit unprofessional conduct and are subject to disciplinary proceedings by the department and appropriate regulatory board; effective July 1, 2017.
