Department of Education must issue a competitive solicitation for a comprehensive study of high-performing states in middle grades reading and mathematics based on National Assessment of Educational Progress data.

Study must examine academic expectations, instructional strategies, attendance policies, teacher quality, administrator leadership, and parental involvement in top-performing states including Massachusetts, New Hampshire, Vermont, Connecticut, New Jersey, Minnesota, and Washington.

Department shall submit findings and recommendations to the Governor, State Board of Education, and Legislature by December 2017; this section expires upon submission of the final report.

Amends Florida Statutes section 1003.4156 to retain career and education planning course requirements for middle grades promotion (no substantive changes made to these requirements).

Appropriates $50,000 in nonrecurring funds from General Revenue Fund to the Department of Education for 2017-2018 fiscal year; act takes effect July 1, 2017.
