Increases the Central Florida Expressway Authority's governing board from 9 to 10 members by adding a member appointed by the chair of the Brevard County Commission.

Authorizes the Governor to appoint a citizen member from Brevard County, subject to Senate confirmation, in addition to three existing gubernatorial appointments.

Reduces the quorum requirement from 6 to 5 members and reduces voting requirements from 6 to 5 members for authority actions.

Adds Brevard County to the geographical boundaries of the area served by the authority and authorizes the authority to exercise powers outside these jurisdictional boundaries with county consent.

Takes effect July 1, 2017.
