Creates Florida Statute 794.10 establishing mandatory sentencing restrictions for sexual offenses committed on or after October 1, 2017.

Prohibits probation, community control, parole, conditional release, control release, or any form of early release for felony sexual offenses (excluding s. 794.011(10) and s. 800.04) when the victim was prevented from resisting due to intoxication, anesthetic substances, or controlled substances.

Prohibits suspension of execution or imposition of sentence when the victim was unconscious or asleep during the offense and the offender knew or reasonably should have known of this condition.

Effective date is October 1, 2017.
