CS/HB 335 Summary

• Defines "gasification," "post-use polymer," "pyrolysis," and "pyrolysis facility" as processes and materials for converting plastic polymers into crude oil, fuels, feedstocks, and other products without being classified as solid waste.

• Exempts pyrolysis facilities from solid waste management facility regulations if they meet specified conditions, including demonstrating majority of materials are sold or reused within 1 year and preventing environmental contamination.

• Requires persons handling post-use polymers to annually certify to the Department of Environmental Protection and allows recovered materials dealers to use pyrolysis facilities for processing recovered materials and post-use polymers.

• Authorizes local governments to require registration and reporting from recovered materials dealers and pyrolysis facilities, with registration fees limited to actual program costs.

• Conforming changes to cross-references in sections 171.205, 316.003, 377.709, and 487.048 to reflect the updated statutory definitions and subsection numbering.
