CS/CS/HB 343 - Payment Card Offenses

• Amends Florida Statute 817.625 to add "skimming device" as a new defined device and offense category alongside existing scanning devices and reencoders.

• Makes it a third-degree felony to knowingly possess, sell, or deliver a skimming device, with exemptions for law enforcement officers, prosecutors, court system employees, executive branch agents, and financial or retail security investigators acting within their official duties.

• Establishes that using a scanning device or skimming device with intent to defraud is a third-degree felony; second or subsequent violations become second-degree felonies.

• Ranks the offense of possessing, selling, or delivering a skimming device as a Level 4 felony on Florida's offense severity ranking chart under section 921.0022.

• Effective October 1, 2017.
