Creates Florida Statute 877.28 defining an "emergency scene" as an area with imminent danger of death or bodily injury due to a temporary occurrence or condition or threat thereof.

Prohibits removing or attempting to remove tangible personal property from an emergency scene if the person knows or should know such removal will obstruct or impede another person from leaving in a life-threatening circumstance.

Establishes a second-degree misdemeanor penalty for violating the removal prohibition, punishable under Florida Statutes 775.082 or 775.083.

Provides enhanced penalties: first-degree misdemeanor if violation causes bodily injury; third-degree felony if violation causes serious bodily injury; second-degree felony if violation causes death.

Takes effect October 1, 2017.
