Amends Florida Statutes § 1012.335 to prohibit district school boards from awarding annual contracts to instructional personnel hired after July 1, 2011 based on any contingency or condition not expressly authorized by statute.

Prohibits district school boards from altering or limiting their authority to award or deny annual contracts to instructional personnel as specified in the statute.

Applies only to collective bargaining agreements entered into or renewed by a district school board on or after the effective date of the act.

Directs the Division of Law Revision and Information to replace placeholder language with the actual effective date once the act becomes law.

Takes effect upon becoming law.
