Revises annual reporting requirements for Sunshine State One-Call of Florida, Inc. to include a summary of damage reporting data and board analysis for the preceding year.

Requires excavators to immediately call 911 when contact with or damage to underground facilities results in escape of natural gas or other hazardous materials regulated by the Pipeline and Hazardous Materials Safety Administration.

Mandates member operators file damage reports with the notification system annually by March 31 for the prior calendar year, or more frequently at their discretion, describing cause, nature, and location of damage.

Specifies that 80 percent of civil penalties ($500 plus court costs) collected from citations issued by state or local law enforcement officers shall be distributed to the issuing governmental entity, with 20 percent retained by the clerk for administrative costs.

Deletes requirement that civil penalties collected by the clerk from state law enforcement citations be deposited into the fine and forfeiture fund; effective July 1, 2017.
