• Mandates submission of four specific types of information: identification of programs not maximizing available federal matching funds, amount of state or local funds needed to maximize federal matches, listing of federal programs the agency does not participate in but could access, and estimates of federal funds not drawn down due to non-participation.

• Establishes legislative intent to ensure adequate information is available for informed budget decisions regarding federal programs offering funding matches to states.

• Takes effect July 1, 2017.
