Authorizes the Department of Environmental Protection to issue permits for mangrove alteration and trimming on residential properties of 5 acres or less under specified conditions.

Requires that mangroves to be altered or trimmed were originally planted voluntarily by the property owner.

Limits alterations and trimming to no more than 70 percent reduction of mangrove coverage along the shoreline.

Requires property owners to demonstrate that new mangrove habitats are being created along the shoreline.

Takes effect July 1, 2017.
