Authorizes for-profit and not-for-profit corporations, limited liability companies, and similar business entities in which a public housing authority holds an ownership interest to join self-insurance funds formed by public housing authorities, limited to insuring risks related to public housing.

Permits reinsurance companies to issue coverage directly to public housing authorities or entities organized by public housing authorities that self-insure their liabilities under this section.

Designates public housing authorities and public housing authority entities purchasing reinsurance as insurers solely for the purpose of entering into reinsurance contracts.

Requires reinsurance contracts issued to self-insuring public housing authorities and their entities receive the same tax treatment as reinsurance contracts issued to insurance companies.

Clarifies that purchasing reinsurance does not authorize public housing authorities or their entities to otherwise act as insurers.
