Urges Congress to propose the "Regulation Freedom Amendment" to the U.S. Constitution requiring federal regulations opposed by one-quarter of either house to be adopted only by majority vote of both houses of Congress.

Asserts that growth and abuse of federal regulatory authority threaten constitutional liberties protected by the First, Second, Fourth, and Fifth Amendments.

References the bipartisan REINS Act of 2015 (H.R. 427), noting that statutory law can be repealed or not enforced by future Congresses or Presidents, whereas a constitutional amendment cannot be waived.

Directs that copies of this memorial be sent to the President of the United States, the President of the Senate, the Speaker of the House of Representatives, and each member of the Florida delegation to Congress.
