Creates section 951.0325 of Florida Statutes to regulate compensation for prisoner medical services provided by non-contracted health care providers and emergency medical transportation entities.

Limits compensation to non-contracted health care providers to 110 percent of the Medicare allowable rate, with an exception allowing 125 percent if the provider reported a negative operating margin to the Agency for Health Care Administration in the previous year.

Caps compensation for emergency medical transportation services (ambulances, emergency medical services vehicles, air ambulances) at 110 percent of the Medicare allowable rate when entities lack a contract with the county or municipality operating the detention facility.

Exempts charges for medical services provided at county or municipally-operated hospitals from these compensation limitations.

Takes effect July 1, 2017.
