CS/HB 457 Summary

• Creates new terrorism crimes including military-type training from designated foreign terrorist organizations (second degree felony; first degree if results in death or serious bodily injury) and agroterrorism involving disease dissemination among crops and livestock (second degree felony; life felony if results in death or serious bodily injury).

• Establishes material support to terrorism as a first degree felony, prohibiting provision of resources, personnel, training, or other assistance to designated foreign terrorist organizations or for terrorist acts.

• Criminalizes membership in designated foreign terrorist organizations at the second degree felony level when member serves under direction/control with intent to further illegal acts.

• Expands murder statutes (first, second, and third degree) to include terrorism-related felonies under new sections 775.30, 775.32, 775.33, 775.34, and 775.35 as triggering circumstances.

• Takes effect October 1, 2017, with comprehensive reenactments of related statutes involving sentencing guidelines, bail provisions, and disqualification rules incorporating the new terrorism definitions.
