Creates the "Emergency Medical Air Transportation Act" (s. 401.2515) establishing an Emergency Medical Air Transportation Act Account within the Emergency Medical Services Trust Fund to augment Medicaid reimbursement payments to air medical providers.

Directs the Division of Emergency Preparedness and Community Support director to meet with providers by September 1, 2017, to develop a methodology for distributing reimbursement payments and to seek necessary Medicaid state plan amendments and federal waivers.

Authorizes the Department of Health to increase Florida Medicaid reimbursement to air medical providers using account funds and federal matching funds, but only if the account is sufficient and general revenue funds are not used.

Imposes an additional $1 penalty for moving violations under chapter 316, with funds collected quarterly by municipalities and counties transferred to the Emergency Medical Air Transportation Act Account.

Takes effect July 1, 2017.
