Creates section 1004.055, Florida Statutes, establishing confidentiality and exemption from public records disclosure for certain information technology security records held by state universities and Florida College System institutions.

Exempts records identifying detection, investigation, or response practices for suspected or confirmed IT security incidents and breaches if disclosure would facilitate unauthorized access to or modification of data or IT resources.

Exempts portions of risk assessments, evaluations, audits, and other reports of an institution's IT security program if disclosure would compromise data security or IT resources.

Exempts portions of public meetings that would reveal the confidential IT security data and information, with all exempt portions recorded and transcribed; recordings and transcripts remain confidential unless a court determines the meeting was not restricted to discussing exempt data.

Makes confidential information available to the Auditor General, Cybercrime Office of the Department of Law Enforcement, Board of Governors (state universities), and State Board of Education (Florida College System institutions); applies retroactively and expires October 2, 2022, unless reenacted by the Legislature.
