Amends s. 893.03, F.S. to specify that ioflupane I 123 is not included in Schedule II controlled substances, despite being related to cocaine or ecgonine compounds.

Creates new s. 893.015, F.S. to establish that the chapter's purpose is to comprehensively address drug abuse prevention and control in Florida.

Provides that any reference to chapter 893 or its sections in Florida Statutes automatically includes all subsequent amendments to those provisions.

Clarifies that Schedule II exclusions apply to substances listed in federal regulations 21 C.F.R. ss. 1308.22, 1308.24, 1308.32, and 1308.34.

Takes effect July 1, 2017.
