Requests the Joint Committee on the Library of Congress to approve replacement of the Confederate General Edmund Kirby Smith statue in National Statuary Hall with a statue of Marjory Stoneman Douglas.

Authorizes the replacement pursuant to Senate Bill 310, which was passed by the Florida Legislature in March 2016 and authorized replacing the Smith statue with a prominent Florida citizen recommended by the ad hoc committee of the Great Floridians Program.

Recognizes Marjory Stoneman Douglas as a renowned journalist, author, and environmentalist who researched and advocated for Everglades protection beginning in the 1920s through her death in 1998.

Documents Douglas's major recognitions and honors, including the 1993 Presidential Medal of Freedom from President Bill Clinton, 1999 induction into the National Wildlife Federation Hall of Fame, 2000 induction into the National Women's Hall of Fame, and 2015 designation of her Coconut Grove cottage as a National Historic Landmark.

Notes Douglas inspired the planting of over 100,000 trees across Florida and authored "The Everglades: River of Grass" (1947), which redefined public understanding of the Everglades and contributed to its designation as a World Heritage Site and International Biosphere Reserve.
