Establishes criminal penalties for willfully and maliciously injuring, damaging, or defacing a soldier's or hero's memorial, classifying the offense as a third-degree felony under Florida Statutes sections 775.082, 775.083, or 775.084

Defines "soldier's or hero's memorial" as real or personal property honoring or commemorating soldiers or military members of the original 13 colonies, United States, District of Columbia, or U.S. territories; military organizations or units; first responders; or NASA astronauts

Allows minors with suspended or revoked driver licenses to reduce the suspension period by performing community service at a rate of 1 day reduction per hour of service, with court discretion to mandate service for family hardship cases

Defines community service for license suspension reduction as cleaning graffiti from public property
