• Defines "autocycle" as a three-wheeled motorcycle with specific safety features (roll cage, seat belts, antilock brakes, steering wheel) and allows operation without a motorcycle endorsement.

• Revises vehicle lighting regulations by prohibiting red and white lights on most vehicles while driving, but authorizing firefighters and certain emergency vehicles to display these lights under specified circumstances.

• Delays the electronic logging device requirement for intrastate motor carriers not transporting hazardous materials until December 31, 2018, and removes certain documentation requirements.
