Requires an 18 percent reduction in civil penalties for drivers who elect to attend an approved basic driver improvement course instead of appearing in court.

Eliminates the requirement that 18 percent of the civil penalty be deposited in the State Courts Revenue Trust Fund.

Requires drivers who previously received an 18 percent penalty reduction (before February 1, 2009) and later fail to attend driver improvement school to pay the clerk of the court that reduction amount plus a processing fee of up to $18.

Applies to non-commercial drivers cited for traffic infractions, excluding certain violations like speeding 30 mph or more over the limit and commercial driving violations.

Effective date is July 1, 2017.
