Removes the requirement for certain students to take the Algebra II end-of-course assessment and eliminates the requirement to pass it for earning a Scholar designation; students selecting Algebra II may take the assessment if administered by the state.

Modifies statewide assessment administration and reporting, requiring English Language Arts and mathematics assessments for grades 3-10 to transition from computer-based to paper-based format beginning with the 2018-2019 school year for grades 3-6.

Requires the Department of Education to publish assessments on its website beginning with the 2019-2020 school year every 3 years, with initial publication by June 30, 2020, including grade 3 and 10 ELA assessments and Algebra I EOC assessment.

Mandates independent third-party analysis of student learning growth data with a data visualization tool for teachers and administrators; assessment results must be reported within 1 week in an easy-to-read format with specific content requirements.

Directs Commissioner of Education to contract for an independent study on whether SAT and ACT may substitute for grade 10 ELA and Algebra I assessments, with results due to Governor and Legislature by January 1, 2018; appropriates approximately $18.6 million for implementation.
