Appropriates a minimum of $20 million annually from the Land Acquisition Trust Fund to offset property owner costs for retrofitting onsite sewage treatment and disposal systems or connecting properties to central sewer systems in the Indian River Lagoon and Caloosahatchee and St. Lucie estuaries, and for muck dredging and stormwater improvements in the northern Indian River Lagoon.

Authorizes the Department of Environmental Protection to make grants or provide other financial assistance to local governments and entities to carry out sewage system remediation and connection projects.

Requires the Department of Environmental Protection to develop onsite sewage treatment and disposal system remediation plans as part of basin management action plans when necessary to achieve total maximum daily load standards.

Specifies that remediation plans must identify priority geographic focus areas based on soil conditions, groundwater travel time, proximity to surface waters, hydrogeology, system density, and nutrient load, and must include options for system repair, upgrade, replacement, connection to central sewerage, or other remediation actions.

Requires installation, repair, modification, or upgrade of onsite sewage systems on lots of 1 acre or less within a basin management action plan area to conform to the remediation plan requirements.
