Changes controlled substance dispensing reporting deadline from "as soon as possible, but no later than the close of the next business day" to "no later than 7 days after the day the controlled substance is dispensed," unless an extension is approved by the department.

Limits the reporting exemption for rehabilitative hospitals, assisted living facilities, and nursing homes to only apply when a patient is present and receiving care for controlled substances dispensed as needed.

Authorizes employees of the United States Department of Veterans Affairs who prescribe controlled substances to access prescription drug monitoring program database information for their patients' controlled substance prescription histories.

Requires program managers, designated staff, and individuals with database management access to submit fingerprints for background screening including statewide and national criminal history record checks.

Sets the reporting deadline requirement to take effect January 1, 2018, with remaining provisions effective July 1, 2017.
