Proposes an amendment to Section 4 of Article VI of the Florida State Constitution to automatically restore voting rights to convicted felons three years after they complete their sentence.

Removes the requirement for manual restoration of civil rights for felons to regain voting eligibility and replaces it with an automatic process based on sentence completion.

Maintains existing disqualifications for persons adjudicated as mentally incompetent and preserves the constitutional bar on felons holding certain state and federal offices after serving eight consecutive years.

Amendment requires submission to Florida voters for approval or rejection at the next general election or an earlier special election authorized by law.
