Amends laws governing reproduction fees for patient medical records at hospitals, ambulatory surgical centers, and mobile surgical facilities to cap charges at actual costs including labor, supplies, postage, and summaries.

Authorizes licensed facilities and health care practitioners to develop standardized labor cost schedules based on average costs for standard requests instead of calculating individually per request.

Allows facilities and practitioners to charge a flat fee of up to $6.50 for electronic copies of electronically-maintained patient records, inclusive of labor, supplies, and postage, excluding system maintenance and compliance costs.

Extends cost limitation provisions to businesses operating on behalf of health care practitioners or records owners and removes rulemaking authority of boards or departments to determine reproduction costs.

Patients receiving continuing medical care are exempt from paying copying or search fees for their records; patients must also be allowed to examine original records or suitable reproductions on reasonable terms.
