• Retitles Chapter 636 and Part II references from "Discount Medical Plan Organizations" to "Discount Plan Organizations" to reflect broader scope beyond medical services.

• Requires discount plan organizations or marketers to provide prospective members with written disclosures before enrollment, including that the plan is not insurance, does not make direct payments to providers, and members must pay for services but receive discounts.

• Removes the filing and approval requirement for charges with the Department of Financial Services, eliminating the need to file charges exceeding $30 per month or $360 per year.

• Requires discount plan organizations to maintain records of each member for the duration of their agreement plus 5 years, including membership materials, issued plans, and charges billed and paid.

• Authorizes discount plan organizations to delegate functions to marketers while remaining bound by marketers' acts within the scope of delegation, and allows commingling of discount plans with other products on a single page of documents.
