Creates Florida Statutes section 768.755 establishing rules for calculating medical and health care damages in personal injury and wrongful death actions

Limits recoverable damages to the actual amount paid to providers by claimants or insurance payors, excluding differences between billed and actual amounts paid

Prohibits discovery, disclosure, and admission into evidence of individual contracts between health care providers and licensed commercial insurers or health maintenance organizations

Allows Medicaid, Medicare, or Florida Insurance Code-regulated payors to recover lien and subrogation claims for past medical expenses up to the maximum of their asserted amount plus any copayments or deductibles owed by the claimant

Applies only to personal injury or wrongful death actions arising on or after the act's effective date and does not affect compensation paid directly to providers
