CS/HB 591 Summary

• Deletes compliance exemption for public schools of choice regarding maximum class size requirements and establishes that calculation for these schools shall be based on school-level average instead of individual class maximums.

• Revises charter schools, district innovation schools of technology, and Principal Autonomy Pilot Program schools to calculate class size compliance using school-level average rather than individual class measurements.

• Changes class size reduction calculation from district-wide to school-level average when determining funding reductions for noncompliant districts.

• Requires noncompliant school districts to post compliance plans on district websites, provide plans to school advisory councils of affected schools, and allows individual schools to post plans on their websites.

• Provides exemption from class size funding reductions for fiscal years 2017-2018 and 2018-2019 for districts that timely submit compliance plans and allows such districts until October 2018 to achieve compliance, with updated plan due February 1, 2019.

• Effective date: July 1, 2017.
