Creates section 255.0992 of Florida Statutes establishing restrictions on governmental conditions for public works projects where 50 percent or more of costs are paid from state-appropriated funds.

Prohibits the state and political subdivisions from requiring contractors, subcontractors, or material suppliers to pay predetermined wages, provide specified employee benefits, control staffing levels, or recruit employees from designated sources.

Prohibits the state and political subdivisions from denying qualified, licensed, or certified contractors, subcontractors, or material suppliers the ability to submit bids on public works projects, except for vendors listed under Florida Statutes sections 287.133 and 287.134.

Defines "political subdivision" to include counties, municipalities, school districts, water management districts, institutions of higher education, and other local government agencies authorized to expend public funds for construction or maintenance of public works.

Exempts contracts executed under Florida Statutes chapter 337 from the act's requirements and takes effect July 1, 2017.
