CS/HB 619 Summary

• Expands Medicaid eligibility to cover persons with AIDS diagnosed with AIDS-related opportunistic infections at risk of hospitalization, with income at or below 300 percent of the federal benefit rate, subject to federal waiver approval.

• Eliminates the prescription drug management program operated by the Agency for Health Care Administration and implements a Medicaid prescribed-drug spending-control program with preferred drug lists, rebate requirements, and prior authorization processes.

• Authorizes consolidation of services across the Aged and Disabled Waiver, Channeling Waiver, Project AIDS Care Waiver, and Traumatic Brain and Spinal Cord Injury Waiver programs.

• Requires transition of participants from three home and community-based service waivers (Traumatic Brain and Spinal Cord Injury, Adult Cystic Fibrosis, and Project AIDS Care) into long-term care managed care programs by January 1, 2018, with subsequent termination of those waivers upon completion.

• Takes effect July 1, 2017.
