Establishes the Kidcare Operational Efficiency and Health Care Improvement Workgroup to maximize return on investment and enhance operational efficiencies of the Florida Kidcare program, with members serving on a voluntary basis.

Workgroup convened and staffed by Florida Healthy Kids Corporation consisting of 11 members including representatives from the American Academy of Pediatrics, State Health Officer, Secretary of Health Care Administration, Department of Children and Families, hospitals, health plans, and a parent with a child in the program.

Requires workgroup to examine successful models, develop recommendations for streamlining the program including a single benefits package, single performance measures, and single third-party administrator, and provide transition plans and federal waiver recommendations.

Mandates workgroup submit report on findings and recommendations to the Governor, President of the Senate, and Speaker of the House by December 31, 2017.

Workgroup expires December 31, 2017; act takes effect July 1, 2017.
