CS/CS/CS/HB 689 Summary

• Grants the Division of Alcoholic Beverages and Tobacco full power to appoint division personnel and assigns chiefs, assistant chiefs, regional managers, and district/office managers to the Selected Exempt Service with salaries set by the Department of Management Services.

• Authorizes the Agency for Health Care Administration to certify that alcoholic beverage license applicants' places of business meet sanitary requirements, in addition to existing certifying agencies.

• Removes the fee for transferring or changing the location of a temporary beverage license, and eliminates the $100 fee requirement for temporary licenses when changing type or series.

• Authorizes minors under 18 employed by retail drugstores, grocery stores, department stores, florist shops, specialty gift shops, and automobile service stations to sell beer and wine without supervision when such sales are for off-premises consumption only.

• Revises distillery and craft distillery annual state license tax requirements and updates the definition of wine to include sake.
