Authorizes the South Florida Regional Transportation Authority (SFRTA) to assume indemnification and insurance obligations for commuter rail service operations on shared rail corridors, including protection for All Aboard Florida (AAF) and Florida East Coast Railway (FECR).

Requires SFRTA to purchase $295 million in railroad liability insurance per occurrence with a $5 million self-insurance retention account, with coverage for Federal Employers Liability Act claims, terrorism, pollution, and evacuation expenses.

Establishes detailed liability allocation procedures between SFRTA, AAF, and FECR based on incident type and train involvement, with SFRTA responsible for its passengers and invitees regardless of fault up to insurance coverage limits.

Grants the Department of Transportation authority to assume indemnification and insurance obligations for commuter rail, freight rail, and intercity passenger rail services on department-owned rail corridors.

Requires SFRTA to obtain department approval before entering contracts funded with state money and establishes that department funds constitute state financial assistance requiring written agreements and department oversight of expenditures; effective July 1, 2017.
