Department of State authorized to enter into interstate agreements or join nongovernmental entities composed solely of state election officials to share and verify voter registration information.

Secretary of State must serve as a full voting member on any nongovernmental entity's board of directors within 12 months of joining.

Interstate agreements or entity memberships must be controlled and operated by participating states only, with no Federal Government involvement, and the department must retain the right to withdraw at any time.

Department of Highway Safety and Motor Vehicles must provide driver license and identification information to Department of State under a written agreement for voter registration verification purposes.

Department must submit annual reports to Governor, President of Senate, and Speaker of House by December 1 each year, detailing total voters removed from registration system and reasons for removal.
