Reduces vessel registration fees for recreational vessels equipped with emergency position-indicating radio beacons or owned by personal locator beacon owners, with fee reductions ranging from $2.95 to $141.15 depending on vessel class.

Allows a person owning a personal locator beacon and multiple vessels to receive the reduced fee for only one vessel.

Requires vessel owners to demonstrate beacon ownership at registration time and establishes minimum proof requirements including beacon owner name, expiration date, unique identification number, and vessel identification for equipped vessels.

Transfers the difference between full and reduced registration fees from the General Revenue Fund to the Department of Highway Safety and Motor Vehicles for distribution under section 328.76.

Applies only to vessels registered between July 1, 2016 and June 30, 2017, with the subsection expiring July 1, 2017.
