Amends section 165.0615, Florida Statutes to add a minimum population standard requirement for independent special districts seeking municipal conversion.

Qualified electors of an independent special district may petition for municipal conversion if the district meets seven criteria including creation by special legislative act, elected governing board that agrees to conversion, and provision of at least four municipal services.

District must be designated as an improvement district under chapter 298 or a stewardship district under section 189.031, with no portion located within existing municipal jurisdictional limits.

Adds requirement that districts meet minimum population standards specified in section 165.061(1)(b) to commence a municipal conversion proceeding.

Takes effect upon becoming law.
