Codifies all special acts relating to the Port of Palm Beach District into a single comprehensive charter while preserving all existing district authority.

Redesignates trade zones established by the district as foreign trade zones and authorizes them to maintain trade operations outside the district boundaries.

Repeals seven previous special acts (chapters 74-570, 75-468, 81-459, 87-523, 90-462, 95-467, and 99-457, Laws of Florida) and consolidates their provisions into this new charter.

Establishes governance structure with a five-member Board of Commissioners elected by districtwide vote for 4-year terms with specified residency and citizenship requirements.

Grants comprehensive powers for port operations including authority to issue general obligation and revenue bonds, levy ad valorem taxes (up to 2 mills or $200,000 annually), construct and maintain port facilities, and fix rates and charges for port services.
