Increases the delinquency fee imposed on delinquent status licensees from an unspecified amount to $25, capped at the biennial renewal fee for an active status license, when applying for active or inactive status.

Increases the building permit surcharge rate from 1 percent to 1.5 percent of permit fees associated with enforcement of the Florida Building Code.

Maintains a minimum surcharge of $2 per permit and requires local governments to remit 90 percent of collected surcharges to the Department of Business and Professional Regulation quarterly, while retaining 10 percent for building code adoption participation and education.

Allocates surcharge funds to the Florida Building Commission ($925,000 annually to the Compliance and Mitigation Program), State Fire Marshal for Fire Prevention Code interpretations ($15,000 annually), and implementation evaluation workgroup ($30,000 in fiscal year 2016-2017).

Takes effect July 1, 2017.
