Expands the definition of "qualifying adoptive employee" to include employees of charter schools (established under s. 1002.33) and the Florida Virtual School, in addition to state agency employees.

Provides lump-sum monetary adoption benefits of $10,000 per child with special needs or $5,000 per child without special needs who are adopted from the child welfare system on or after July 1, 2015.

Allows charter school and Florida Virtual School employees to retroactively apply for adoption benefits if they were employed by these entities when they adopted a qualifying child.

Requires employees to apply to their school directors (for charter schools and Florida Virtual School) or agency heads (for state agencies) with a certified copy of the final adoption order.

Directs the Chief Financial Officer to transfer funds to charter schools, Florida Virtual School, and other entities to enable payment of benefits through payroll systems, subject to available appropriations.
